
Government communication Services shall have the following objectives:
1/ To become a government spokesperson and play a leading role on the government’s strategic information and communication system;
2/ To create agendas on government policies, programs and plans and create efficient information communication system to address the whole public and to increase peoples’ participation;
3/ To ensure effective and fast flow of information and communication system between the government organs, the media and stakeholders and facilitate the creation of equal opportunities for peoples and sectors of the society in accessing government information;
4/ To give strategic leadership by maintaining an efficient and effective communication and
Information system based on government policies and programs to create national unity and consensus, to develop patriotism and to strengthen democratic culture.
The Government communication Services shall have the Following Powers and duties:
1/ To gather and analyze information and to create and disseminate agendas based on factual information about peace and security, national events, natural and manmade accidents, national campaigns etc. in order to create awareness and consensus on the basic national interests of the country.
2/ To create strong digital media organizational framework, network and structure to showcase the government’s agendas and implementations their access on the digital platform;
3/ To assist the international community, with a view to develop its goodwill towards the country, to properly understand the historical heritages and cultural values of the country, create awareness of the new reality emerging from the all-inclusive changes in the country; as well as the participation of the country in continental and sub-continental organizations and institutions.
4/ To facilitate an effective and organized information and communication flow with Federal and Regional Communication Offices in order to strengthen the participation of all citizens in the government’s policies, agendas, programs and services to bring an all-inclusive development throughout the country;
5/ Create agendas based on government’s policies, principle and plan and to facilitate campaigns to promote peoples participation.
6/ Monitor and inform stakeholders on the effectiveness of emerging national agendas and campaigns;
7/ Use all information technology methods and tools widely, efficiently and effectively to disseminate government agendas to the public;
8/ Create enabling conditions to lead the media in order to achieve common understanding,
National unity and consensus develop democratic culture and all-inclusive prosperity and the like based on government policy, principle and plan;
9/ In consultation with the Heads of each office assign public relations officers for offices and
Institutions accountable to the Federal Government, track and control their activities, build their capacity;
10/ Formulate principles, standards and system for activities of public relation officers of institutions accountable to Federal government and enable their implementation;
11/ Provide capacity building activities for Regional Government Offices to create two way communication systems;
12/ Gather information based on media monitoring and public survey, analyze and reach in to conclusion and provide it to stakeholders for implementation on issues of peace and security, national events, natural and manmade accidents, campaigns, conflicts and the like;
13/ Provide press statements on timely basis and media briefings to present the stand of the
Government based on gathered, analyzed and organized information provide responses as it
May be necessary;
14/ Provide timely information for stakeholders and the general public by gathering and organizing information on occurring conflicts and undertake pre-conflict analysis to determine trends.
15/ Organize or collaborate with stake holders to produce music, movies, theaters, cultural events and the like to disseminate government agendas to the public.
16/ Work closely with private media organizations to collaborate on issues of national interests, unity and sovereignty of the nation, Constitutional issues, peace, security and other critical issues;
17/ Provide timeline for Ministerial Offices to address the public by facilitating press briefings on major focus areas and accomplishments of the sectors;
18/ Monitor local and international media on reports regarding Ethiopia and provide the media review report for the Office of the Prime Minister. Design a communication strategy based on the reviewed monitoring report;
19/ Using different technologies, registering and creating network between local elders, prominent people, artists, journalists, merchants, sports persons, activists and the` like by providing information for them to assist the creation of common understanding on government agendas using different social and cultural methods;
20/ Build the country’s image and reputation by establishing communication media forums and platforms and by setting up a uniform communication plan follow up and review.
