Transition from Data Dependency to Data Sovereignty

Ethiopia is undergoing a structural transformation in how data is produced, governed, integrated, and utilized for national development management. The reform trajectory reflects a deliberate shift from fragmented, externally dependent, and paper-based systems toward sovereign, digitally integrated, and institutionally coherent data architecture.
To strengthen this great transition and provide a robust legal framework, the National Summit on Statistical Sovereignty and Integrated Development Governance has convened in Addis Ababa under the theme, “Data Sovereignty for Policy Independence” from May 10–12/2018 (E.C).
Prime Minister Abiy Ahmed attended the national summit and delivered a message underscoring that data is not only a valuable national resource comparable to gold, but also a vital foundation for building a strong state and safeguarding both data and policy sovereignty. He explained that dependence on information from external sources undermines policy independence and raises concerns about accuracy. Thus, collecting and analyzing a nation’s own data through its citizens is a source of pride and security.
The Premier highlighted the importance of expanding data sources and cross-checking them to establish a modern, reliable information system that drives national development. He further emphasized the need to integrate Artificial Intelligence (AI) technology across private and government institutions to ensure higher standards of quality, accessibility, and efficiency.
Central to the summit’s objectives is the creation of a credible information infrastructure. This will communicate Ethiopia’s transition from traditional to digital systems, reinforce trust among citizens and partners, and guarantee national ownership of data. Strengthening institutional capacity and legal authority will serve as a benchmark for scientific quality, showcasing advanced analytical tools and digital modernization.
Strategically, the summit positions Ethiopia as future-ready in climate governance and high-quality data management. Expert discussions and exhibitions will highlight achievements from data literacy initiatives to advanced management systems, promoting transparency, evidence-based decision making, and statistical sovereignty.
